Nearly six years later we have a compassionate caring legislator Rep Kim Williams leading the charge in legislative hall calling for same high school diploma for Speical ED and Regular ED. Those legsialtors opposing this legisaltion will reveal their cold hearts!  HB 287 needs to be signed into law and effective graduation 2018. Thank you Kim.

Long Title:

AN ACT TO AMEND TITLE 14 OF THE DELAWARE CODE RELATING TO STATE HIGH SCHOOL DIPLOMA REQUIREMENTS.

Original Synopsis:

This Act replaces the term “Certificate of Performance” with “State of Delaware High School Diploma of Modified Performance Standards.” Doing so provides the opportunity for schools to award students who meet the requirements of their Individualized Education Plans (“IEP”) a high school diploma which recognizes the accomplishment of having attained a level of performance that is modified from the State graduation requirements but aligned with their established goals and performance outcomes. This high school diploma will be awarded on the same criteria for which some students with special needs are currently issued a Certificate of Performance. Issuing a Certificate of Performance instead of awarding a diploma has had a negative impact on students’ employment and education opportunities. Under this Act, a student who successfully completes the requirements of his or her IEP will receive a high school diploma, thereby having access to greater career and education opportunities. This Act also makes technical corrections to conform existing law to the standards of the Delaware Legislative Drafting Manual.

  1. Everybody should get participation awards…. even if they don’t, won’t or can’t participate. YAY!! I call bull chit!

    The H.S. diploma is verification of passing the minimum H.S. standards. If the child will not or cannot meet the minimum basic competencies, then they should not get a H.S. diploma. PERIOD. Special needs children may need a separate identifier as you described in 2012. A ‘Certificate of Performance’ (or whatever you want to call it) is an accurate subset of ‘completing’ (not passing) high school but to grant a H.S. diploma with some little variation is no different than a Jedi knight waving his hand that ‘these are not the droids you’re looking for’.

    -Read that several times and then swear on a BIBLE that it is not laden with PC bull chit. I dare you. I will translate:
    We will grant a diploma that isn’t worth the paper (“the accomplishment”) it is printed on but an employer may not catch it and then it will make these children ‘feel’ wonderful for having attained something they didn’t really attain. They will be able to ‘pretend’ they passed H.S. based on some modified standard. How precious.

    So what is DC paying these educational staff for??? Highly paid babysitters? No that’s not right, the kids would have to be in the school for the teachers to be babysitting. What are the administrators managing? How to defraud the taxpayers of public education? Make no mistake, every school / school official / or political official that knew it was happening, committed professional fraud.
