The general was not obligate to answer the question and the tone of his voice sends a message to the enemy the President of The United States can be undermined at the moment he orders a nuclear strike. The general surely wasn’t being defiant. However, he was baited in on the media’s attack on the president. He took the bait and his words are being twisted! Surely he may have been referring to First Use Policy. Rather than respond with a power trip tone,he could of explain what he meant by illegal. Very unprofessional !
