Is Red Clay Board poised to approve salary increases without knowing financial impact of adding more schools?

I don’t get it ! Red Clay school board may be voting at September’s board meeting on giving all administrators raises at a time Red Clay may be forces to take on more at-risk schools. Shouldn’t the board put a two-year freeze on administrative raises until the Wilmington Education Improvement Commission finishes their job and see what action the state legislators take?
