Breaking News ! A ray of light just tweaked out of DE DOE!

We can only hope the DE DOE ray of light brings us all to the table or conversation even students.

I hope the ray of light coming from DE DOE breaks free from being a subordinate to the one to follow. Honest conversations can only exists by looking your critics in the eye and seeking common ground for real collaboration. In debate is truth and truth cannot be found by those forced to speak for others and political agendas. A true leaders does not micromanage but rather empowers others to be individuals who share sincere passion and willing to see their critics also have sincere passion for a common cause.

In the overall picture of where we must go with education in our state, there is no room for personal fights, self-serving interest, and motivated political meanderings.

We are talking about our children and their future – which is our future.

We cannot reduce this dilemma to fiscal battles, poor excuses, abdication of learning and the teaching, power brokering, and above all putting “system before service to students.”

This entire process of change must ask and answer the only important question there is: How can we best benefit our children and their path to a viable and productive future?

In deed Moyer students deserve a chance and in fact if parents make the Moyer “Choice” in-spite of Governor Markell DE DOE puppet show than so be it. However, Markell needs to show courage by closing low performing schools and since he can’t do that with traditional schools, charters are it!  You see, Markell needs to build his resume for life after being Delaware’s King. He needs to show courage and grit! He made a 2008 pre-election commitment to end re-segregation via charters, skimming and creaming of students! But he LIED! Moyer needsto stay open even with the current school state and principle. However, the board must be reorganized and transparent. 

Looks like Markell and his inner chamber gave Moyer a fair warning. This bill failed to end cherry-picking of students and continues the protectionism of selective charter schools. Make note of Markell’s litte BS life is not fair!

Attorneys go head-to-head over Moyer’s future JESSICA MASULLI REYES, THE NEWS JOURNAL 

The attorney, James Taylor, said the state Department of Education is wrong to close the school, opened in 2012 as a reincarnation of a similarly named school, since it has recently changed leadership and attempted to turn around performance for the challenging student population. 

But, the state argued before Chancellor Andre G. Bouchard in Chancery Court in Wilmington that the Department of Education worked “deligiently” with school officials to make the charter school compliant, even as test scores dropped.

“To make the charter school compliant”. Outline the technical assistance DE DOE offered! Why is DE DOE withholding financial details about the contract between the state and the state appointed k12.Inc? F the FOIA shit because DE DOE drags their ass and see them selves as part of the executive branch of government!  

“The Department of Education, with respect to New Moyer, has spent an infinte amount of resources trying to help this school,” Joe Handlon, an attorney for the state, said. “It just has not worked out.”

A DE DOE Rep sits on Moyer’s Citizen Budget Oversight Committee as a full committee members prescribed by law! Why is Moyer not using the state P-card?

A Moyer Credit Card

A motion was presented to provide a credit card for Moyer Academy to use for purchases with the understanding that:

1. Internal controls and spending parameters will be established prior to the acquisition of such a card.

2. An investigation and comparison will be made between the State of Delaware issued card (all rebates belong to the State) and the American Express card in which points belong to the holder and make a recommendation based on the findings of the investigation and comparison will be made to the board for its approval. 

Since Moyer isn’t showing up on the Governor’s State P-Card transparency sight one must assume they state with American Express. It also appears there are not checks issues to AMX per the Governor’s online State Check Book Registry 

What the hell is this conflict of interest? Is an educational service vendor K12.Inc also the landlord ?

Looks at this shit from same Moyer Annual Board Retreat Meeting! Folks this meeting was held out of state and did constitute a board meeting with action items related to school operations could be voted on! DE DOE failed to block the sale of the building! And do noted, 

The following information was offered as discussion points for approving the purchase of the property that Moyer Academy is currently leasing:

1. K12 will lend Moyer the $2.1 million to purchase the building at an interest rate of 5.3%, below the market rate for commercial loans. Dr. Curry already has K12’s promissory note in his possession.

2. The assessed value of the property that the Academy occupies is $6.1 million.

3. The monthly payment if the Moyer were to purchase the building would be $14,150, more than $10,000 per month less than the current lease payment.

4. Purchase would only be made when: a. All liens on the property had been wiped away b. Moyer’s real estate attorney reviewed the transaction and approved it.

5. Moyer would commit to paying off the loan: a. Within the specified term of 5 years b. Or if the contract with K12 is terminated.

A motion was presented to agree to move forward with the purchase of the property, based on the terms as disclosed, with K12 as the lender and with the only requirements being that Moyer repay the loan if K12 leaves, and with Moyer’s Property Attorney’s assurances that there are no liens on the property and that Moyer will hold clear title. Unanimously Approved  

The proceedings were illegal re: open meeting laws and DE DOE failed to intervene! At best they could have contacted the state auditor. HOWEVER, one must wonder with the governor relationship with K-12 did DE DOE hold back.  

Structurally re: Governance, Moyer is a mess and obvious failures on DE DOE’s part fuels the incompetency!

Moyer serves many high needs inter city children and Moyer’s staff / teachers give it their all! Moyer is worth saving but for sure, Moyer needs a partner with the capacity to provide real technical assists and a better senses of compassion.

The biggest disappointment Moyer is the parents! Moyer’s parents need to organized and take better ownership! Also, the City of Wilmington needs to step-up their game and demand a seat of the board of directors. And YES the board needs to record their meetings and post online within 7 days.       

GOP on the way to rewrite NCLB and Arne Duncan trying to grab for executive power! Did somebody say school vouchers ?

The plot to overhaul No Child Left Behind The Republican plan could dramatically roll back the federal role in education. By MAGGIE SEVERNS 1/2/15 5:33 AM EST Politico 

Republicans are hatching an ambitious plan to rewrite No Child Left Behind this year — one that could end up dramatically rolling back the federal role in education and trigger national blowouts over standardized tests and teacher training.

Well this is good news! 

Lobbyists swarmed Capitol Hill in December to sway lawmakers’ positions in chaotic education debates over how often to test students and what role — if any — school vouchers should have in the law. These debates are set to erupt in January, though some groups have put themselves ahead of the curve: The National Education Association, the country’s largest teacher’s union, has been pushing to roll back testing requirements for years and is seizing on recent anti-testing sentiment in the states to make a fresh case for getting rid of annual tests on Capitol Hill.

School vouchers ???? Why not ? They are less cumbersome that charter schools and finally charter schools would get real competition. But wait!!!! Charter School of Wilmington being a corporation could fold as charter school and reopen as a private school. But wait !! They can’t manage money and that’s why they never left home! Cheap rent from mommy and daddy Red Clay!

Civil rights groups say they were caught a little off guard by the sudden resurgence of debate over this aspect of NCLB. They fear Congress will strip core provisions of the law but hope that the national conversation about race sparked by recent events in Ferguson, Missouri, and New York City will help keep a spotlight on civil rights.

Little we’re talking Title 1. Markell already stripped Title 1 section 1118 in his wavier request. But don’t worry that part will be saved and the accountability clock will be reset. 

Rep. George Miller, the outgoing ranking member of the House education committee and an original author of NCLB, said he anticipates the business and civil rights communities will rein in lawmakers when it comes to keeping the law’s testing and accountability requirements.

“There’s no future for the NEA in being anti-civil rights for poor and minority children. Historically, that’s never been their position,” Miller said.

Title 1 will survive and Section 1118 will be restored to it’s fullest.

Now the draft bills released by Kline and Alexander have become starting points for next year’s NCLB push, and the White House may be forced to stake out new positions on the bill. Education Secretary Arne Duncan has said the administration can’t support any bill that turns back annual tests — and some Hill watchers familiar with the department expect him to stick with that policy.

Duncan is going to get dunked in center court!

Because of congressional turnover and changing politics, some key lawmakers are undecided on big issues. The blowout controversies in NCLB actually amount to only a handful of sections in the 600-plus page law: when and how to test students, how to punish low-performing schools — if at all — and what the law should do to promote good teaching. A host of other critical provisions, like the formula used to allocate money to school districts that serve low-income children, are badly in need of updating but haven’t been touched in years.

So now perhaps we’ll see weighted funding! 

He and Kline have said they’re open to scaling back annual testing, though some suspect they’re capitalizing on the chance to grab hold of an issue they can use as a bargaining chip down the line.

There you go!! The federal legislators leading the charge on testing opt-out! 

Anti-testing advocates say tests cut into instructional time, forcing teachers to teach only tested content and taking creativity out of learning for students. They see a number of solutions: Students could be tested every other year or a handful of times throughout their school careers, or a sample of students could be tested rather than an entire class.

Wow this would be great! Random testing! 

The problem, Polikoff noted, is that these arguments for keeping tests don’t appeal to parents or the public.

For the civil rights community, collecting annual data allows parents to know how their children are doing, and to an extent, just having the data public can shame schools into doing better.

“We see this as a civil rights bill,” said Nancy Zirkin, executive vice president for the Leadership Conference on Civil and Human Rights.

“I am hard-pressed to understand how you give states federal money with no strings attached,” Zirkin said.  

Give parents the right to opt-out

Even with that fast timeline, the 2016 elections will loom heavily over the debate, said Lindsay Jones, director of public policy at the National Center for Learning Disabilities.

“The megaphone that gets given to people who are going to run for president will be given very quickly,” Jones said. Senators who are expected to announce bids for the Republican nomination, from Rand Paul to Rob Portman, have been vocal on education in the past.

And now is the time to have a hard conversation to hammer either repealing NCLB or reauthorizing NCLB. Also a good time for a balanced budget amendment

In 06-07 their was no school rating as like all charter school and public school forced to reorganize, their first year isn’t rated. Fair enough because of transition / plans to be given a chance.

Just for the record Jenny doesn’t know the inside history of what went down and What does Markell and K12.Inc have in common Posted on by kilroysdelaware. In comes down to this, Markell got a bug up his ass because “apparently” Theo was going to be Markell’s little Wilmington puppet. The problem Moyer was having were noting compared to the bullshit near corruption going-on in some charter schools. If anything, Moyer needed “technical assistance” and real support from DE DOE. Theo / Moyer unlike Charter School of Wilmington opened it’s door to the most intense at-risk inner city kids. Theo understands “tough love” when it comes to dealing with many troubled kids. No doubt there was direct Markell involvement taking Moyer / Theo down. The bid to put Moyer into private hands was a no-bid contract going to Markell’s old butt-buddy “a for profit publicly listed corporation”. Even as Moyer aka The New Moyer tried to move out of the grips of K12 they had trouble because an internal $$ power grip.    

Don ‘t get me wrong, I am not trying to save Moyer! The current Moyer board turned a blind-eye to real transparency and the sad part is, DE DOE went alone. Even to this date documentation on DE DOE and K12.inc contracts haven’t been made pubic. Why? Perhaps the contract gave K12.inc extra funding over and above other Delaware public  / charter schools. Moyer was to shift from using commercial credit-card to state P-card. Moyer isn’t listed in Markell’s P-card transparency website. Moyer indeed does have structural leadership issues but the biggest downfall and reason behind Moyer current failures are PARENTS. Moyer parents put too much trust in the schools leadership and appears to have just gone for the ride! Public schools including charter schools belong to the public and when the public and parents within fail to take “ownership” children lose! There is one sure way Moyer can be saved but “WILMINGTON” lacks to will to rise to the occasion! No not riots! To stage a massive protest and I am talking thousands! You ain’t never going to take back the streets if you can stand and save one school. Governor Markell would love to see Moyer buried along with all the $$$$$ secrets.
