Long Title:

AN ACT TO AMEND TITLE 14 OF THE DELAWARE CODE RELATING TO CHARTER SCHOOLS.

Synopsis of Orginal Bill:

This bill aligns language within Title 14, Chapter 5 with changes to education and charter policy made throughout the chapter as well as elsewhere in the title. These changes remedy inconsistencies in language between different sections of Delaware Code as a result of recent changes to licensure, certification, accounting system, as well as aligning all sections of Chapter 5 with specific dates and deadlines established through multiple bills in the past year. This bill organizes required reporting for charter schools within the chapter subsection referencing reports and also addresses the sunset of single gender charter school language from June 2013.

The Reach Academy for Girls Charter School, slated to close after the state revoked its charter, will stay open for at least another year by order of a federal judge.

The school argued in a lawsuit that it would be discriminatory to close the state’s only all-girls public school while leaving the all-boys Prestige Academy open. That was enough to convince Judge Leonard P. Stark to keep Reach open for a year while he sifts through the legal arguments for a final ruling.

What Sokola and Scott are doing is changing the law so that the legal merits favorable to Reach are no more. This sets the stage for DE DOE to go through with closure of Reach. You can bet Governor Markell is the ghost writer behind this legislation.
