The Christina School Board on Tuesday night addressed allegations one of its members, Shirley Sutton-Saffer, harassed a school bus driver, passing a resolution saying it did not condone the alleged behavior while waiting for results of the district’s internal review.

“I feel that these allegations are serious enough that they deserve an immediate response,” said Board President David Resler.

Resler called an emergency meeting after the allegations against Sutton-Saffer surfaced last week. The resolution said a full investigation has not yet been conducted and emphasized the allegations are unproven, but said Sutton-Saffer has been accused of “harassing a district employee” and “engaging in an unsafe act.”

The resolution had included “using a racially derogatory term,” but the board removed that line because a school bus camera that caught the incident on video didn’t include the slur, though a statement by a district employee said she used one, Resler said.

Something seems very corrupt here! The video of the incident was “NOT” presented to the board and public at last night’s board meeting yet an employee’s accusation of racism was removed from a board resolution.

Why was there a need for a “resolution” condoning or not condoning a board member during a “district” internal review? 

Public School board members are “elected” officials and concerns of accusation by a school bus driver of harassment laced with racial harassment should be a matter for the AG’s office.

The board’s action is nothing more than a kangaroo court that paints the board member in question as guilty. The board, “passing a resolution saying it did not condone the alleged behavior while waiting for results of the district’s internal review.” So you’re not guilty until proven guilty but we think you are!

After more than 90 minutes of debate, board members Elizabeth Paige, George Evans, Fred Polaski and Resler voted for the resolution. Board member John Young abstained, saying he didn’t have enough evidence to vote either way

Why wasn’t it unanimous?

“I have been presented with zero evidence regarding the act,” Young said. “I am disappointed that I would be asked to support a resolution admonishing somebody for an uninvestigated, unresolved act.”

Young and Paige were critical that only Resler and Polaski had seen the video.

Sorry Mr. Young my bad for pulling a PTA on you! Well stop the presses! Resler and Polaski were invited to review the video and not the other board memebers present at this meeting? Did the News Journal leave something out such as the video was “not” made available to the board and public last night? If that were the case, how could board members Resler and Polaski view it? I am fucking confused! Did the incident take place and only Resler and Polaski were invited by the district superintendent to view the video? Or was it the district transportation supervisor? Also, WHY is a video of a public elected official accused of a crime being kept in secret from the public and all school board members? Why only “handpicked” board members aka elected official permitted to view the video?

SCREAM !!!!!!!!!!! “School bus camera” ?? Were their children present! Did Sutton-Saffer board a bus during it’s run?

So who was put in danger? Students or the bus driver? Something seems criminal here!

Polaski, who voted for the resolution, said the incident appeared to be about how buses were being driven in her neighborhood.

I wonder did Sutton-Saffer ever report to the district or police about safety concerns re: how Christina’s buses are being driven in her neighborhood? Something tells me she snapped and did something foolish like confront the driver rather than call the police. Wait, if she didn’t call the police on this incident or others was she protecting district employees or the district?

Hey Jimmy Olsen, this story goes very deep! Video of elected officials acting inappropriate possibly criminal being withheld from the public and media! Behaviors of a school board member engaging in an unsafe act that could mean putting students at risk! No police involvement! Come on Jimmy stop sucking on crawlfish heads and give us the real story!

How much you want to bet Publius will be in here ridiculing John Young rather then praising him for wanting the truth and evidence?

Hey Delaware PTA! Don’t you think if there was a safety issue someone would involved the police? It’s it about the children? Don’t well all need to advocate for the safety of children? However, what saddens me is none of the board members last night seem to question why no police involvement? District internal investigation !!!!!!!!! WTF !!!!!!!!!! Who are they trying to protect? The driver or an elected official? Perhaps both and the district’s integrity! Well forget about the integrity part! If the district put the safety of students first they would have called the police!

    Did the News Journal leave something out such as the video was “not” made available to the board and public last night? Yes, they left that out except to note that I cited lack of evidence as my reason for abstention

    If that were the case, how could board members Resler and Polaski view it? no idea, asked many times last night, ot answered to my satisfaction

    Also, WHY is a video of a public elected official accused of a crime being kept in secret from the public and all school board members? No crime alleged at all. Secret from board members for no legitimate reason whatsoever

    Why only “handpicked” board members aka elected official permitted to view the video? Privilege invoked by President and Vice President. I argue that no such privilege exists.

      Much as it pains me to agree with John, he was right to abstain if he saw no evidence. If only two of the four yes-votes saw the video, what did the other two voters base their vote on? The word of the first two? Not good.

      Also, there appears to be no “privilege” as claimed for the Pres & Vice.

      The CSD has numerous policies. Harassment, Board-Staff, Indemnity and more. They all presume, definition-wise, that for purposes of those policies the board members are considered to be employees and as such can be sanctioned with discipline or even loss of employment. This may or may not conflict with the no-vacate clause of the state constitution — the Attorney General’s office could provide proper guidance.

      Mark your calendars, John was right here. The other four members and the Super need some schooling on governance. The odious behavior may very well have happened between a board member and an employee, but the process used to address it by the board was abysmal and materially flawed. If that board member acted individually and acted in express violation of board policy, then she has also forfeited the right to indemnity as stated in the boards policy.

      This board needs an episode of “Bar Rescue” to fly right. The right person to have said “so much for transparent Christina” should have been John himself. I have to keep reminding myself that the people elected this board.

  3. This is awesome! With the wonderful comments made by the lower/slower council members last week and now a new witch trial, Delaware is still regressing. I don’t know what this sutton-saffer did to piss someone off but I’m looking forward to the burning at the stake. No evidence. Only allegations. Yet she has been tried and convicted. And they did a good job of running her name through the mud for the last week. If I were her I would consult a lawyer re: slander and libel charges

  4. Is the text of the resolution going to be publicly available? I guess it hardly matters… but I would like to see exactly how they parse the accusations.

      It has been brought to the attention of the Board of Education that Board Member Shirley Sutton-Saffer is alleged to have engaged in inappropriate behavior by harassing a District employee and engaging in an unsafe act. The Board has not conducted an independent investigation to determine the veracity of the allegations. The Board disapproves of any such alleged actions and does not condone any such alleged actions by any member of this board or any employee of the Christina School District.
      In all events, even if the conduct as alleged is true, the Board lacks the authority to remove a board member under Article XV, Section 6 of the Delaware Constitution.

      Vote: 4-0-1.

    • Wow… so not only has the District not completed its investigation, but the Board didn’t even do an investigation. It just somehow “came to their attention.” The resolution even notes that the Board hasn’t determined if the allegations are true or not. It is extremely out of order and possibly even actionable to issue disapproval based on allegations

  5. As Lizzie speculated… the board wanted to be out front, saying.:.. “we don’t approve of board members yelling at school bus drivers through open bus doors, even if such drivers do deserve it”….. Which is probably in the long run, considering how things go down around here, perhaps a thoughtful lawyer-like way to dodge a future distraction of defending the board’s culpability….

    And with far more important issues, such as dealing with Cornelius Fudge and the Ministry of Magic, the Christina Board by being out front, could find that in four weeks, it is very beneficial not be sidetracked by this, when everyone’s focus should be on the General Assembly during the time frame it demands increased oversight….

    It’s like being told my child said a bad word on the bus… before I’d had time to talk to that child of mine…Uh. Ok. I’d say something like… “If that is true, I apologize… We certainly don’t approve of them talking that way…”

    And so what.

    Most likely this is one of the distractions that Steve Newton warned us about… Hey, look over there! (While we sneak in some wordy phrase about firing all union teachers because they don’t have students score as well in the artificially-set proficiency range we secretly created, once we first found out how the kids actually did…)
