Did DCPA President bitch-slap Red Clay’s Merv re: DCPA board minutes?

DCPA SPECIAL MONTHLY BOARD OF DIRECTORS MEETING Minutes

Special meeting scheduled due to cancelled board meeting last month due to snow storm that closed the school.  This meeting is scheduled to vote on critical items needed.

DATE:  Friday, April 4, 2014                                        

TIME:   12:30PM – 1:30PM*

Board President comment:

President attended Presidents meeting hosted by the Charter Network Group.  State board members were present.  President concluded that DCPA is out of the loop on many changes that are occurring at the state level.  DOE expects Authorizer to keep its charters inform; meanwhile, we are at a huge disadvantage by not having a voice at the table.  Need to engage RC about lack of communication or work directly with DOE so that we are informed of pending or upcoming legislation that impact charter schools. 

President shared that State Board members and Charter Network leaders emphatically believes that our authorizers is to blame for DCPA not being engaged during the performance framework discussion.  Charter Network President did comment that as long as growth is shown – charters are eligible

These comments suggest Red Clay is lacking in providing “their” charter schools the technical assistance required by charter school authorizers. Appears to be, if DCPA was in the loop and informed about critical changes they wouldn’t be on the verge of closure! How can Red Clay school board support closure now knowing Merv left DCPA on autopilot as he slept at the wheel?

  • Financial Update – Mrs. Locks provided a financial overview.  DCPA continues to operate on a tight budget and net/net we are positive however, the operations budget is dangerously close to being negative.  We will continue assessing budget cuts and may discontinue some staffing services to bring the number down. 

Wouldn’t be so tight if they cut back traveling and apparently having a good time on DCPA cash-strapped budget!  Yep Merv asleep at the wheel again! Merv, you need to keep DCPA informed on how to make fiscal responsible decisions.

So Merv reports Delaware College Preparatory Academy is struggling financially and might go into the red $$ before the end of the school year and here we have leadership at DCPA having a good old $$$ time. Sure there might be important conferences but when your school is on the $$$ ropes common sense says we need to restrict all travel and unnecessary expense. These credit card expenses were just for the last quarter January 2014 to March 31, 2014 

Don’t you dare “Red Clay” use local tax-dollars to bail DCPA out of it mess!!  

Washington state NCLB wavier ripped away by Arne Duncan

Washington loses waiver on No Child Left Behind Published April 24, 2014 Associated press

Washington state has become the first to lose its federal waiver for requirements of the No Child Left Behind education law as well as control over how about $40 million is spent to improve public school student outcomes, education officials announced Thursday.

State education officials say they received an email from Education Secretary Arne Duncan saying they were losing the waiver because the state did not meet the U.S. Department of Education’s requirement to include statewide student test results in teacher evaluations.

Duncan wrote that he appreciated the state’s effort toward education reform, but said they hadn’t done enough to keep the flexibility waiver.

“Washington has not been able to keep all of its commitments,” Duncan wrote.

Interesting!!! Where does Duncan get the authority to waive federal law aka NCLB in the first place?

Gov. Jay Inslee and Superintendent of Public Instruction Randy Dorn both called the announcement disappointing but not unexpected.

Washington expects to lose control over about $40 million in federal school dollars and will likely go back to using its old school evaluation system.

Folks we’re not talking Race to The Top money! 

Districts that do not make adequate yearly progress are required to set aside 20 percent of the federal dollars going to low income schools to provide tutoring or to pay to bus kids to different schools that are meeting the requirement.

The Tacoma school district, for example, has used that money –nearly $2 million — instead to add preschool to five elementary schools and hire instructional coaches to all low-income schools in the district.

So much for expanding early education! Now Washington my cut these programs and more, like Title 1.

Dorn said Washington has made a lot of progress, despite not meeting the goals of No Child Left Behind. He says the problem is with the federal law and inaction by Congress.

“There is widespread acknowledgement that NCLB isn’t working. Congress has failed to change the law at the federal level, so states are forced to come up with workarounds,” Dorn said.

NCLB law needs to END because it is a failed law! The U. S. Department of Education needs to be eliminated.

Where does Arne Duncan get the authority to allow state to waive NCLB in the first place?
