Title 14, Chapter 2, Subchapter I, Section 207

§ 207. Legislative educational impact statements. Repealed by 73 Del. Laws, c. 312, § 334, effective June 25, 2002.

§ 207. Legislative educational impact statements. Statute text Before education legislation is voted upon by either House of the General Assembly, the Legislative Council and Controller General shall perform and issue a written educational impact analysis of such proposed legislation. The Department of Education and Budget Office shall provide support to Legislative Council and the Controller General in preparing such analyses.

Each educational impact analysis shall address the following criteria:

(1) Whether the proposed legislation is justified because it will help improve student achievement as measured against state achievement standards;

(2) Whether the proposed legislation is justified because it will help ensure that all students receive an equitable education/ that their health and safety are adequately protected/ and that their legal rights are respected;

(3) Whether the proposed legislation preserves the necessary authority and flexibility of decision makers at the local board and school level and does not place unnecessary reporting or administrative requirements or mandates upon them;

(4) Whether the proposed legislation places decisionmaking authority and accountability for addressing the subject to be regulated in the same
entity;

(5) Whether the proposed legislation is consistent with and not an impediment to the implementation of other state educational policies/ in particular to state educational policies addressing achievement in the core academic subjects of mathematics/ science/ language arts and social studies;

(6) Whether there is a less burdensome method for addressing the purpose of the proposed legislation; and

(7) The cost to the state and local school boards of compliance with the proposed legislation.

Folks the repeal of this critical section in the law was slipped in the FY2003 budget amendment. I exposed the fact this section of the law wasn’t being followed in which many Title 14 legislation circumvented the law. Many of these legislators are long gone but a few still serve us! Kilroy is planning his 2012 political campaign against those who are bad for transparency and for those who “really” support transparency in public education. This law was repealed without discussion. It was tucked into the budget amendment. The repeal of this law caused major damage to Delaware public schools and allowed the likes of Rodel and their clueless band of idiots to gain control. Let’s hope we’ll see some transparency legislation by June 2014 that will help undo this injustice. Kilroy has some very old political seeded charter school board meeting minutes that might embarrass a few legislators. I’ll pack my war chest full of data and information and I suggest some legislators best get to fundraising and better learn how to manipulate the social media sites and sharpen your Rules for Radical skills.  

Delaware Legislators support only 3 years teaching and 2 as admin for Sec of Ed position

Dear legislators, many of you don’t have a clue the mess Delaware public school system will be in once Markell and his band of Rodel idiots vacate the halls of DE DOE. I calculate is will take about three years to reorganize the Delaware Department of Education. We have 2 and 1/2 more years of Jack Markell’s thoughtlessness education wrecking ball.

Legislators PLEASE change the law and required the next secretary of education to have at least 5 consecutive years teaching in a class room as “license” teacher (from any state) teaching a core subject “and” 5 consecutive years as a certified building administrator no less than a building principal “and” at least 3 years as district superintendent or even an assistant. Honestly, is it really too much to ask for a seasoned professional educator to hold the position of Delaware Secretary of Education? We’re setting the bar higher for teachers and even students! So why not for the position of secretary of education.

LEGISLATORS LOOK AT YOUR LAW 

(a) The administrator and head of the Department shall be the Secretary of Education, who shall be a graduate of an accredited college and shall have not less than 5 years’ experience in teaching and administration, with experience in each such category

LOOK AT THIS!!!!!!!!!!!!! The law say 5 years combined! It “doesn’t” say 5 years teaching and 5 years in administration! Our current Delaware Secretary of Education has 3 years teaching gym and 2 years as an administrator. Yea he qualified per current Delaware law. Is this the best Delaware can do?

LEGISLATORS!!!!!!! The crap going down with teach evaluations kicking the can further down the road is a result for failed leadership at the “top”. Secretary Murphy lacks capacity to get the job done! Failed leadership at it’s best! PLEASE PROVIDE US WITH A LEADER!

It is Mark Murphy’s statement in the News Journal when they asked him about the solid vote of non-confidence in his leadership, caused by his botched elementary gym-styled rollout of Common Core.

I have yet to find anyone NOT talking about it.  I was going to leave it alone because what’s the point?  If everyone is talking about it already, why waste my time?

China hears something re: Flight-370? How can we trust them? 瓷聽見某事航班370 ?

Report: China Ship Searching for Jet Detects ‘Pulse’ BY MARIAN SMITH AND ERIC BACULINAO /NBC News

A Chinese ship searching for missing Malaysia Airlines Flight 370 has detected a “pulse” signal in the Indian Ocean, China’s state news agencies CCTV and Xinhua said Saturday.

China’s Haixun 01 marine surveillance ship detected signals with a frequency of 37.5 kHz, CCTV said in a tweet

“Not proven to be linked to #MH370 yet,” the post said.

The frequency of 37.5 kHz per second is currently the international standard frequency for the underwater locator beacon on a plane’s “black box.”

Chinese media reported that the signal was detected at a latitude of 25 degrees south and a longitude of 101 degrees east. The signal reportedly lasted for a minute and a half.

China’s Haixun 01 is the command and coordination vessel for all Chinese ships involved in the search in this area.

Personally I don’t have the trust or the love for the Chinese “government” as Delaware’s Governor Jack Markell does. As far as the Chinese people, they are wonderful people and my prayers are with them.
